"A sliver that doesn't suck"?
You realize slivers are one of the most ridiculous tribal types ever, right? Every sliver has every ability of every other sliver, though this can sometimes be a detriment(Plague Sliver), it's also a huge advantage since you can have an army of 8/8 Trampling, Double Striking slivers, and taht'sjust the tip of the sliver iceberg.

3 mana for an instant sliver-tutor that can't be countered? and it fits into all sliver decks? sign me up! Combos well with Quick Sliver, as you'll be able to instantly cast any sliver that you just tutored.
God, there isn't a single sliver deck that shouldn't run this - and yes, it's that good!

You add it to a sliver deck only to cycle. The card it's self has sliver cycling, it doesnt need to be in play.
Consider it a (virtually) uncounterable sliver tutor that puts the sliver you need NOW right in your hand.
Great EOT play to snag that winged sliver to swoop for the kill on your turn for example.

good because you can run a single copy of some slivers, but a little expensive for a 2/2 that does nothing else and is easy to kill
