this card takes about as long as possible to inflict 2 damage.
luckily, they have printed a version of this card that is good, and its name is staggershock.

Fun concept, but it needed to do 3 or even 4 damage to justify the start up cost. 1/5
Yet another example of WotC's old bad habit of being horribly over-cautious when applying new mechanics to burn spells. Yes, Embershot and Cleansing Beam, I'm looking at you... and many, many more besides.
Hopefully Staggershock managed to break the cycle of hate.

It gives burn decks inevitability, card advantage, and it's also nifty removal for EDH.

This would be better that staggershock because rebound spells only happen twice. This card suspends and casts itself multiple times so it's doing 2 damage every three turns without you having to touch it.
