Rating this a 4. The execution is a bit weak but the meta-flavor of this card is beautiful. Fear is black, it's the blackest of black things, even more than deathtouch for me.

This is one of those cards that has been in the game forever that nobody actually plays with, and yet if it did get played against you, odds are pretty good it would be a problem.
