Just get something to bounce it back to your hand at the last second and play it again even stronger with more lands. It's a great target for Mark of Eviction.

Why is he rated so low? I really like him. Play something that needs a creature to be sacced, pop him in your mimic vat and make a crazy blue beatdown thing for 3 every turn.

Fool's Demise is a great card to stick on him: he comes back bigger! If you get more than one, Fate Transfer shenanigans can be fun too, although I don't think you can bounce him after the transfer resolves since it's a 0 toughness death that takes him out. Still, Demise!
And proliferate, of course. Steady Progress is great with these guys.

There's also Vorel of the Hull Clade to think about for this. He can constantly add to this thing's lifespan, and in the process make it more of a Spring Tidewalker.

it makes a cheap nice fatty in the lategame.
on turn seven for example you'll get, given that you run mono-blue with some non-basics, a slowly shrinking 6/6 for , that's not bad i guess.

This is a 3/3 for 3 that shrinks to death each turn when you first play it. That's only barely unplayable. When you get later on, this thing basically gets powered up by a multikicker you don't actually have to pay. Sure, your 11/11 is going to slowly fade, but by then, not only will it be very late in the game, you'll have an 11/11, and it's not like a 10/10 or a 9/9 is much worse.

Great card. Solid and cheap, though it shrinks over time and it's not going to be as strong as it can be if you break it out early despite its mana cost.
