The fact that basic lands aren't excluded from the Scalpelexis' ability makes it an unbeatable finisher in any casual blue deck. I know I've lost to it more than once. Watching my library shrink from 45 or so cards to 20 or less in a single turn is astonishing enough, but realizing that all the milled cards are permanently exiled is the real kicker.
Even though there are a hundred ways to stop this thing from kicking in, the fact remains that it's blue, which makes it a part of the color with the best chance of getting this kind of a card through an opponent's defenses. Too slow for serious play, but definitely not a creature to be underestimated.

I love to one-shot people with this card. People playing mono colored decks either fear this or scratch their head as I crush their deck in one blow.
Even if they're playing a multicolored deck with no copies, this thing still exiles four cards each time. Combine that with excellent defence (for both survivability and blocking) and you've got an all-round decent card.

Amazing card when coupled with black, used with extirpate, erradicate, lobotomy, quash, cranial extraction, ect ect, to remove whole playsets from thier deck, meaning way better odds of flipping 2 of the same card. Only drawback is the mana cost.

This can still work in EDH, if your opponent has a monocolor deck. Remember, basic lands can trigger it, too.

Lich's Mirror woudldn't even phase this card as exiled cards are not affected by it. It only affects permanents you own etc etc, so if they are no longer even a part of the game...
As for this beastie, it certainly becomes a magnet to all kinds of destruction when it hits the table no matter who your opponent(s) may be.
