This card is really great. Forces your opponent to pay more and you can sack it to get rid of an enchantment or artifact. Mostly I would use it for forcing opponents to pay more.

With Hanna, Ship's Navigator, you effectively have a prepaid, reusable Disenchant. Yeah, it costs 6 cmc to do that (which could potentially be spread out over two turns), but with the added effect of raising the cmc of opponent's Artifacts and Enchantments, it's well worth it.
Alternatively, for 1 cmc less you could use Seal of Cleansing, but it doesn't have the first ability.

Pre-pay your enchantment/artifact removal AND increase the cost for your opponent to cast them while you're waiting for something worthy of getting rid of. Powerful card.

This card should've had a reprint in any of the last three core sets. Such a powerful card, and it would've wreaked havoc on artifact mix decks considering the Scars of Mirrordin block was so artifact heavy.
I still run this in my standard lockdown decks. Such a good card...
