A good card, but too situational to main deck. Front Lightning Bolt and sideboard this.

I can't help but think that at two mana, this card would have been solid; better than Incinerate. Sure, regenerating creatures can be a problem for red, but they aren't as completely untouchable for the color as creatures with protection from it.
Perhaps they stuck it at three mana to keep x8 Incinerate.dec from running rampant in standard. It's a shame though, as while you can tack on all the bells and whistles to a spell that deals the same fixed damage as it's mana cost (Carbonize, anyone?), it needs to be multi-targeted to be worthwhile.

Why wasn't this reprinted in Rise of the Eldrazi?
The answer is simple: Rise of the Eldrazi wasn't very connected to the first 2 extensions. They were intended as a prelude leading up to RoTE, but ended up being better than the last extension. I hope that clears up your question.
