the funny thing about this card is that it actually has some really good combos, but the card itself is such a funny card that people just assume that it can't also have such a great purpose. Combo w/ Mistform Mask and you can take your opponents best creature, or one of their changelings, or one of their goats... i give it a 5/5 b/c not only is it hilarious it also has excellent combo potential.

Run With Teferi's Veil and Wings of Velis Vel / Blades of Velis Vel / Shield of Velis Vel for a permenent Mind Control like ability on any viable creaure (as long as you attack the turn you steal it)
if you wanna get really nasty play Conspiracy declaring goat, donate it and than hit your goatnapper with a kicked Rite of Replication . Once again run with teferi's veil for permenent control (as long as you attack with all the creatures you steal the turn you take contol)
it might be a pain and require multipule colors but it is good fun in casual, plus once the mind control ability goes off properly there is no way to reverse it easily (like being able to destroy the enchant creature card) and a... (see all)

OKAY, I've got it.
Play Conspiracy, naming Goat. All your creatures are Goats.
Play Goatnapper, targeting nothing (Unless you want to untap something of yours).
Play Splinter Twin, target Goatnapper, tap to make another napper, target the first Goatnapper (the one with Splinter Twin on it), untap the Original Napper, make a copy, untap the original.....
Then your opponent dies to a horde of goats. The End.

This was most likely made to use against the Changeling mechanic.
Unless there's a goat I'm not aware of that worth 'napping.
