This would appear to be the Lorwyn version of Flickerwisp. The legs look similar; they are both white elementals with flying and "wisp" in their name and CMC 3. Wispmare is a 1/3 and Flickerwisp is a 3/1.

"If you cast this card for its evoke cost, you may put the sacrifice trigger and the regular enters-the-battlefield trigger on the stack in either order. The one put on the stack last will resolve first."

That is copied from the rules for this card. It creates a sacrifice trigger, and a destroy enchantment trigger. It doesn't matter if you sacrifice the creature or not. It is not part of the evoke cost. Playing these and bouncing them or flickering them before they are sacrificed is completely legit.
