Not bad... But if you look at it straightforwardly, he's a flying 3/1 with a disadvantage (Technically). And, while not always wise, There are times where you would rather discard than take the damage.
Overall, there are better cards. If he had flash on the other hand...

I have 4 in my rogue deck. It lets them get hit for 3 or discard a card, which is a win-win for you. If I really want it to hit for 3 damage, I use Pithing Needle on it for only one mana.

One of the most aggressive faeries ever printed. The fact that this didn't get played in the faerie deck back then shows how broken faeries were...
However, I love this card and run three of them in my faerie aggrocontrol. I don't run it four times, because it helps unearth, dredge etc.
This card has a good flavor (text and picture are both great), good stats AND flying, a low casting cost and relevant creature types. So I'll rate this 5/5 anytime.

Actually, I think they have been fooling you. They can't play the obstinate baloth because the ability is not causing them to discard it, they are discarding it in order to pay for the ability: it is discarded before the ability even resolves

@Lueseto I also believe that once they activate the ability, they control it. so even if, as an effect, it caused the person who activated it to discard a card, that person would not be able to play the baloth.
Now basking rootwalla, that should make iSlapTrees cry.
