great card for a rogue or merfolk tribal deck and a good card for any other blue/black deck. it's a 1/3 for 2 mana which is the going rate for a vanilla creature but draw a card everytime an opponent loses 3+ life? it is not even combat damage and you don't even have to be the one that does the damage. I almost always get at least a few cards out of this guy when I play him.

Hit your opponent with Lightning Bolt at the end of their turn, draw a card.
That's already 2 cards.
