You can totally tell that when they made this they were really paranoid and ramped the activation cost up to 3.
Still didn't stop it.

Currently running this in my Krenko, Mob Boss EDH deck, along with Skirk Prospector.
Prospector and Krenko on the board, at least 8 total goblins, sac 3 to prospector for 
, tap Krenko, untap with the 3 mana, sac 3, etc. In my tests, 8 seems to be the 'magic' number to get this going. And with Krenko, getting to 8 goblins is stupidly easy :-)

Put it on Visara, The Dreadful to remove a few of the opponents creatures (preferably their fliers), then swing in with a pumped Visara during your combat phase!
