Far too highly rated, it's like a terrible mana leak. I am guessing the high ratings come from people not understanding that islands are colourless permanents. Mana Leak is almost always better in the first five turns, and this only performs better if you can keep 4 or more blue permanents up, which can be difficult if you're not playing against a goldfish. The slight performance increase in the later game is honestly not that useful, as Mana Leak is very weak in the late game and a slightly better Mana Leak is still just weak.

If they're going to reprint this in a Core Set they should add reminder text that lands are colorless,
a lot of new players tend to think lands have the colors of mana they produce.

Looks like they missed out on a good place to put the "Chroma" keyword, or removed it somewhere in development for making the spell too strong.

In my opinion, this belongs in blue decks that aren't BASED on counters, but have some for safety. this could replace Mana Leak in a lot of decks.
