It IS functional errata because Wizard's policy is that the ability should do as it reads now, not as it originally did. Look to Phyrexian Dreadnought for an example; there was a time when you weren't allowed to respond to the trigger because it was too powerful.
Errata for original functionality should not exist unless they reprint the card. Since they aren't going to and it's hardly going to be breaking formats, it should work the way it reads by *today's* rules; old functionality be damned.

Now that there are so many cards with unearth and persist I think the value of this card has gone up. Love the artwork.

I don't understand how this card skates by with its current functional errata. On the card it clearly states (with minor translation for modern wording):
"0: Exile target creature card from any graveyard. Untap Eater of the Dead."
Now, if the concern was that this essentially gave him vigilance, this worry is defeated by modern wording using "target;" if there are no creature cards you wish to remove, you can declare no targets for the ability and Eater can't untap. The way its Oracle wording is, you can only activate this if he is tapped which is not implied in the base card. Perhaps this is considered too strong, but that's what old cards were. If you don't like its wording, print a new card with this new wording.

This card doesn't have functional errata. You were never able to use the ability if it was untapped.

Which is exactly the point; I've played Karona, false god and my response to the opponent is "but you don't gain control of her unless I attack!" to whom which they reply "it has haste" well "SHE has haste *** and if I don't attack she doesn't tap so *** you and wait till the gods reign and the dragons breathe their last breath of fire while She cast the last dragon's flame!!!" of which by the way is +3+3 to creatures of the chosen type "dragons"
