Why? The ONLY decks in Legacy that runs this is Parfait and U/W Control (and in U/W Control, it's usually a two-of at most). And Parfait is an extremely underrepresented archetype. Wx doesn't run this; D&T doesn't either. No reason to re-ban Land Tax.
