As it is it is like a green ponder that can target any player at the cost of the cantrip. Mirri's Guile is strictly better if you want to use it on yourself though, as it is this effect for free every turn for the same one-time cost.

this is basically just a non-cantrip green Ponder, that can also be used against your opponent, and is an instant (which COULD BE important, somewhere).

An interesting card, allowing any player to see the top three cards of any player's deck, a narrow card, but one which has never been seen since. If this was reusable, I could see it getting play, however it would be broken...
