If you think about it, he's an artifact-based, blue garruk.
+1 double untap
-1/X put affiliated things into play
Ultimate pump affiliated things so you can crash your opponent.
He costs 1 more than garruk and has 1 more starting loyalty, WotC did this to keep artifacts slow.

Trog: I'm confused, how does his final make Master of Etherium worse? Turning it into a 5/5 artifact creature does not remove the Master's ability. I think the Master's ability, as a state based effect, overrides the 5/5'ness.
I could be wrong though.

I think Tezzeret's CMC is a little too high, but other than that, he's one of the most fun Planeswalkers to run with. While most Walkers have abilities that work well together, the enormous synergy they could give him to balance out being so deck-dependent makes him tons of fun to build around and use. Grab Tezz and Fabricate or Treasure Mage out a Mycosynth Lattice and go to town (or wait a few turns and put it in play with his -X). And assuming you can get him on the field and protect him, the ability to generate sustained card advantage by tutoring AND slip cards into play under counterspells should never be overlooked or underestimated.
Plus, he has a special place in the heart of my inner Johnny as the only (to my knowledge) Planeswalker capable of being used as part of an infinite mana loop. Here's a hint: one of the critical pieces is mentioned in MaRo's article here: http://www.wizards.com/magic/magazine... (see all)

@Elven_planeswalker
After Worldwake, you can dig out an Everflowing Chalice for free , bounce it with your Master Transmuter and smack a Magister Sphinx on the table. These types of moves happen alot in an Esper EDH deck at least. So the second ability is, in my humble opinion, tight as hell.

I have an artifact deck built around Grand Architect. While the Architect is in play Tezzeret's +1 is practically "add four mana to your mana pool". It's mono-blue so the fact that its colorless hardly matters. Fantastic planeswalker. He's like Nissa Revane. Terrible outside a certain type of deck, but when in the right deck, totally bonkers.

This guy is the most fun planeswalker to use. Period. JTMS might be more powerful (and I might even go so far as to say that this guy is even more powerful in a very well designed deck specifically for him) but he doesn't even come close to the amazing boom this card makes when it hits the board. Also he is super-utility, as the -X effect pretty much makes this card the most versatile planeswalker by a huge margin. Only way he could be more fun is if he was the first artifact-planeswalker :O
