You know what? This is a well-built card, flavourfully.
As the flavour text says, this zombie is a product of weaker vampires. They turned some poor sap into this brainless thing: unable to think for itself, unable to understand basic motor functions. The weaker vampires don't have the skill to make it any better, so that's why it can't block.
I mean, it's worthless inside limited, but at least it makes sense why it is worthless.

I like the character it adds to the Zendikar vampires. Or rather, the character it would add if it was playable enough that people would ever see it.
