Quite usable as a tutor with Lantern of Insight effects. Also, while your life total isn't especially important, neither is your library.
Consider shelldock isle as a means of getting free plays midgame. Used with bounce cards you can save yourself from this if your cards become lower than your life total.
Mirror of Fate loops can keeps you alive later in the game (leave one in your library's 7 cards until you can win) Against Red (and usually black) this is a tough card to get around. In a deck full of unblockable beaters this may buy you the precious few turns you need to get lethal.

I think this card has some sick potential.
Some risk involved of course, but if you use Laboratory Maniac for example, you shouldn't lose the game by damage until your next upkeep.
Keep removing the time counters (via Hex Parasite, Power Conduit or Thrull Parasite), and you're save from damage for a considerable amount of time.
And this might be not that bad in Commander either - in a 100 card deck, there's enough to dig through your library until you draw something to stop this from getting out of hand in the right deck.

Donate it to your opponent and they'll be living on borrowed time. Great in a Zedruu edh when you wanna flex your muscles.
