I love this in M10 Limited. I like playing it turn 2 to kill their Elite Vanguard :D

How terrible would it be if this card were costed at R?
I'm not saying this is bad, just thinking here.

The art is awesomely composed, and the frown on your opponent's face as you pop their 1-drop by second turn is just so rewarding. Solid card, 4/10.

The red Blister Beetle, more or less.
Very solid.

Makes me think of The Eagles song Witchy Woman. But yes always a good answer to any one toughness creature or use it post combat to take out anything that's a point short of lethal.

I am not much of a red player. Can someone tell me how to use this card effectively, to its full potential.

It's alright. I'd rather have mogg fanatic, goblin arsonist, or similar. That said, it's true that this can ping and then attack; where as the others have to attack and then ping. Still, doesn't deserve a full start over Blister Beetle just because it can hit a player for 1.
IMO, these should be 2/1s probably. There are even pingers like Karplusan Wolverine for 1, and they're repeatable and comboable.

Re-contextualization is one of my favorite things about a card getting new art. This sparkmage looks rather graceful, rather than the typical red motif of LIGHTNING BLAST CRUSH DESTROY FIRE that you often see. A great move from the art department, and the flavor text also mirrors this.
As for the card itself, this is excellent for sniping utility creatures like Noble Hierarch, Dark Confidant or Birds of Paradise, as well as being a bloodlust enabler. This is also great in Limited, and will sometimes two-for-one an opposing creature, while giving you a small body to defend or even attack with.

For me, Pajik is better art-wise:
