I have tried to kill lightning, it's really easy, you just need to touch it with anything connected to the ground and *poof* it's gone.
Anyway, the 1 toughness is an homage to Ball Lightning, on which Mr. Elemental here is based.

The extra for a Spark Elemental that sticks around and has 1 more power just isn't worth it. Spark Elemental does a great job of being the creature version of Lightning Bolt; Lightning Elemental just can't follow that act.
