Eternal Witness is not 3 times better.
This guy can block more than once.
Any deck that wanted to play Izzet Chronarch now has something much more practical and easier to cast.

I thought that mono-blue was forbidden to have meaningful graveyard recursion. Well, this costs 5 mana, so that's cool. I hope you all know how fair this card is.
Do we care to increase the level of critical thinking on this message board? I believe that E-Witness has reached the level of distinction where it is not worth mentioning for comparison anymore. -not to say that it is broken, it is just very unique and widely useful.
P.S. This wall doesn't block more than E-Witness; If you're playing E-Witness, then you have a recurring instant speed means of removing it from play.

there IS a reason that this was in the same set as Splinter Twin. the two of them make a nice combination in a burn deck.

Great card, but I agree that it could have been better if it was either cheaper or had a bit more to it, like a larger blocking range (flying or able to block multiple creatures) or able to deal at least a little damage.
