I think that it would stop a Plainswalker. The activation cost of a Planeswalker is loyalty counters, right? Just like charge counters or +1/+1 counters are activation costs.

@ Lucky Monkey, I'm pretty sure if you have a spell that says "Deal X damage to target player", you can use it on either them or their plainswalkers. I'm almost certain that's the case, since the plainswalker functions as an shield for the player.
Faith's Fetters is a great shutdown card with a nice life bonus. A great card to run with Flickerwisp to bounce it onto new, higher priority targets, and gain an extra four life. Would be fun to figure out a combo where you can drop copies of these in play on all your opponents' permanents... wonder if there's a way....?

Target player affects don't target planeswalkers, but Vindicate works amazingly well... for anything.
