I was browsing through the lowest-rated cards on Gatherer and I was amazed that this one was anywhere near the bottom. Thing is, it's not a bad card - I play it every time I get the chance in a booster draft where I'm using any black. It's usually a two-for-one, especially in Limited - where there are no shortage of X/1s to kill. Instant speed is also great - it's a nice combat trick.
I rated this 4/5, for its utility in Limited and how fun it is to play.

Oh wow!
Good News: it costs 1 mana less than Chimney Imp and gives your card back.
Bad News: It won't kill Chimney Imp... or is it good news too?

With proliferate, this is not that bad. The fact that this is a candidate for the worst card in the set goes to show just how powerful of an expansion Scars of Mirrodin is. I think it'd be perfectly reasonable to see this in a casual deck not because the builder didn't know better, but because of a limited card pool. So that has to count as something. This blows cards like Razor Boomerang out of the water.
