The card depicts a Mirran spell. The flavor text describes what the Phyrexians did to retaliate to it. Everyone who says the art doesn't match the flavor text needs to go back to first grade.

Actually, the flavor text makes a lot of sense. Compleat phyrexians are more mechanical than biological. The same can't be said about the incompleat.

Maybe the flavour DOES make sense
Maybe it means the mirrans have whip flares, so the phyrexians need there own
Or maybe the Mirrans are clenseing the imcomplete, before the phyrexians fully "complete" them
Either way it sounds more Phyrexian, I'm just playing the devils advocate!

Perhaps the slag-workers are enslaved Mirrians who are destroying their slavers. Mirrians are all about artifacts and such, so they wouldn't want to kill their own.
