Something like this that only fetched artifacts with the same CMC (kinda like Transfigure for artifacts) would have been kinda cool.

This card should've read...
"As an additional cost to cast Tinker, sacrifice an Ornithopter.
Search your library for a Blightsteel Colossus and put that card onto the battlefield. Then laugh maniacally."

A lesson for WotC that making cards that lets you play stuff from your library directly should be avoided at all costs. See what happened to Stoneforge Mystic
Have seen this end the game on turn 3:
Turn 1: Forest, Llanowar Elves, Ornithopter
Turn 2: Island, Tinker, get Blightsteel Colossus
Turn 3: Swing for victory if opponent can't stop your colossus
Alll in all this card is broken as the base of a combo and rightfully banned

The block this card was first printed in contained Phyrexian Colossus, the Masticore, and Urza's Blueprints, which could be dropped on turn one or two thanks to Lotus Petal and Ornithopters.
At no point was this card fair or balanced, even when it first came out.
