The Kicker is undoubtedly for multiplayer. Or VERY long games. The basic effect is still quite powerful, and white is best equipped to protect the tokens from Pyroclasm or Volcanic Fallout. See Armament Master, Honor of the Pure, (until recently) Glorious Anthem.
Ya know what would be funny?? An effect in white that triggered when your stuff died for massive card advantage.
...Nah, that'd be broken.

I see this as a wonderful finisher when tied with Armament Master with at least one equipment. Suddenly having six 3\3's out for five mana is quite nice, and a bit scary. Add just one more piece of equipment and suddenly six 5\5's will end the game next turn. Short of maybe a Doomblade, but that's what Whispersilk cloak is for right?

With Kor Cartographer, Armillary Sphere, fetchlands, Explorer's Scope and other stuff a mono-white deck might have enough acceleration for the kicked cost (and for Emeria, the Sky Ruin). With a splash of green, of course...

Very good with honor of the pure and the soldier smiths. This puts the soldier group buffs to good use.
Though 12 tokens would be amazing, the kicker is hardly going to see use in mono white. In all but the longest games, 11 mana without ramping is just not gonna happen.
This could be a big bomb in a green and white token deck with mana ramp.

For the base cost, this spell puts more soldier tokens into play than Martial Coup at the same casting cost. However, I think Martial Coup's extra ability (i.e. spend 5 or more on X in its casting cost) is more useful than this card's kicker.

Combine this with Captain of the Watch, Knight Captain of Eros for prevention and throw in Coat of arms and thats quick trouble in later stages

11 mana kicker.. Although this card is definitely a finisher, playing it is quite risky because if it gets countered then it's a definitely a double edged sword..
-Army combo-
Coat of Arms+Conqueror's Pledge (not kicked)+Martial Coup(X mana paid=5)=
-10 soldiers in total (Martial Coup+Conqueror's Pledge)
-Destroy all opposing creatures (Martial Coup)
-Every single one of the 10 soldiers is +11/+11 (Coat of Arms), thus, total combat damage= 110 combat damage damage
-Mana cost: 12 (Martial Coup+Conqueror's Pledge)
-Impractical combo
Optional:
-Add Dauntless Escort in case the other player uses a AoE destruction spell
-Add Sigil Captain or Armament Master to add more salt to the other player's wounds :P (in fact you can use these two cards in place of Coat of Arms but the total combat damage will be 40)
