3/5 is about right... it's a limited card, plain and simple. Even then, there were almost always better options in Zendikar drafts - but it wasn't entirely bad. More or less, it's a slightly worse Safe Passage in a different colour, but it could be used as pseudo-spot removal in reducing an attackers power to negligible levels, then blocking with enough creatures to kill it (y'know, in how you'd use Safe Passage in limited ^^). Even the worst spot removal can see play in limited, so there are definitely worse cards to play (Mindless Null I'm looking at you).
In constructed though it's complete garbage. But you'd know that just by looking at the card.

The question is, do I play this or Cumber Stone? It doesn't really compete for deck space with fog since they are opposite colors...
