Not at all out of colour - being really good is a blue ability.

untapping lands is also a blue ability. Green does it by being in touch with nature, blue does it through time magic, we saw that in urza's block. Reset certainly sounds like time magic to me.

High Tide, Gauntlet of Power, Extraplanar Lens etc. make this pretty sweet in my blue edh deck

@A3Kitsune Snap, Cloud of Faeries, Frantic Search, Great Whale, Palichron, Rewind... *Takes a deep breath* Time Spiral and Treachery. Untapping lands is definitely a green thing, but untapping permanents in general is a blue thing, so is having incredibly broken cards like this.

My Stasis deck was running flat until I got a playset of Reset. I think this is a card that is overlooked, thanks to being high priced from Legends and because it's a pretty simply ability. Stasis is indebted to Reset.

The shaman skull looks like a green//black flavor. The ability look green.
@polkovnik_Skyfox
Every card you named was from urza's, and that was the theme of the set...
