Good for commander, since you can only play one Reliquary Tower and one Spellbook. May as well play Tamiyo, the Moon Sage, a random Graceful Adept, or Praetor's Councel, but they cost way more than this...

The trick with cycling does not work, because the discard is part of the cost, not an effect :(
