Vedalken Orrery brings this up from "counter defense" to "turn stealer" . Using this in the middle of a elf draw step and using the stolen mana to drop Stormtide Leviathan my merfolk islandwalked to victory.

If they tap all their lands in response, they add all the relevant mana to their mana pool. It won't empty unless they spend it on something or the step changes (which it won't before Drain Power resolves). Your opponent will still get the mana.
I'm a fan of this card. These kinds of things are what Blue is all about, to me. When used at the right time, the worst it can usually do for you is force a Counter, hopefully rendering your opponent unable to answer your next spell.
My favorite use for it? Early Time Stretch.
4/5 for niche awesomeness.

people who think just taping your land will stop this card are wrong.
yes you can tap it all before the spell goes off but! It clearly states to empty there pool and put it in yours so unless they some how use all there mana with some crazy combo of instant and flash creatures you will get what is left. so it forces your opponents hand playing things they would like to save for EoT right off the bat in your turn.

Brutal back in the days of mana burn, but probably the hardest hit by that particular change. Lost pretty much all of its teeth, but still has some options about it. Forcing enemies to tap their lands has always been a potent effect.

I'm to lazy to @ whoever said it, but to prevent your opponent from floating, do it during your first main phase and move to the next phase. You'll lose the chance to play on your first main phase, who h might be relevant occasionally, but not often.

Had a player on Magic Online use this against me with Stony Silence out after giving me an artifact land via Donate. That guy was a douche. I'm not sure if they've fixed it, but you have to concede, because the game won't let you do anything. Mana Drain can't resolve because it's waiting for you to tap your lands, but you can't tap them because of Stony Silence.

Fan-freaking-tastic in a control deck (and hey, you're playing blue already...)
Use at the beginning of your turn to force your opponent to either give you mana, or play all his tricks on your terms (and since you cast it first, you probably still have enough mana for a counterspell)
This forces a control deck to lose its mana, or play at an inopportune moment.
If you're playing against Aggro, you use it after their hand runs thin to soak up all the mana they can't use anymore to drop a big spell to swing the game your way.
All in all, very powerful, though probably not till turn 4-5.
And to anyone talking about mana burn or tapping in response... You take their mana pool. That happens. Tapping out does nothing to save you from this card.
