Really? This card is so far from being fair that it can't even see it from here.

Put four of these, 4 Ornithopter, 4 Memnite, 4 Voltaic Key, 4Etched Champion and 4 Tempered Steel, some Freed from the Real, proliferate cards and some tutors and you've got yourself a very annoying artifact creatures deck. 4.5/5, because steel overseer is quite a removal magnet!

Great card, and a 4 of in my artifact deck, but really, I wouldn't call this card broken with its vulnerability to removal. Now if it had hexproof or indestructable...then yeah, that would be too much as far as balance is concerned.

I'm loving the Voltaic Key/Unwinding Clock combos here guys, but let's take it a step further. Imagine this scenario.
Steel Overseer + Voltaic Key + Freed from the Real + Tezzeret the Seeker + Unwinding Clock + Mycosynth Lattice + at least 5 mana open.
Tap Steel Overseer for 1 counter on each creature. One +1/+1 counter in all.
Pay 1 for Voltaic Key to untap it, tap Steel Overseer again for another 1 counter. Two +1/+1 counters in all.
Pay 1 mana to untap Steel Overseer with Freed from the Real to tap it again for another counter, repeat two times. Five +1/+1 counters in all.
Use Tezz's +1 ability, untap Steel Overseer and Voltaic Key. Tap for a counter, untap with the Key, tap for another counter. Seven +1/+1 counters in all.
Then you pass the turn.
BUT since all permanents are artifacts with Mycosynth Lattice, Unwinding Clock untaps your entire field.
So repeat it all again min... (see all)
