Why is this rated so low? This thing wins games in limited.

One of the best cards in limited, and a very high pick. If you're going white and get even just 2 of these you should be thanking a higher power - they're *that* good. It's pseudo-spot removal that can change its target as threats increase. "Oh no, that Runeclaw Bear is no longer the biggest threat now that they have a Juggernaut out? I'll tap the 'Naut down instead".
You can also turn it into an offensive tool for that final alpha strike, eliminating one more blocker to allow your other forces to reduce the opponent to 0. Really, you want to make sure that the card you pick is pretty game changing if you see one of these in your pack. Heck, it's almost worth splashing white just for one or two of these (and maybe a flier or two).

This deserves at least a 3 out of 5. He simply press down any brute down with his blinding light. Believe me, he works amazing in tactical deployment as he: 1) He make sure some creatures can't block or attack: 2) Creatures with activation abilities can't be used in opponents turn; 3) and he seriously disrupt your opponent's plan.
Don't underestimate him, he's quite formidable by standard.

This wins so hard against noobs in Magic Online who run creature-light decks. Every game I resolve it I keep it going until either my Serra Angel swoops in for the kill or they get trampled by a bunch of green jerks. I just went 4-2 in all 6 matches I played today.

Indeed, a very solid pick in limited. If your opponent doesn't have some proper removal in hand, you can disrupt them until it's time to run 'em down. Sadly, I had to find this out the hard way... *sigh*

I like it. I'm a blue-white control kinda guy and you need a tight stratagy to play these kinda decks well. Okay so he seems a bit silly at first but then you combine him with a few other tap and untap tricks. If all your oppenents creatures get tapped every turn then things can get interesting indeed. Why not give that big brusier a tap then keep it locked down with a paralyzing grasp. Or drop a sunblast angel just for kicks. Not to mention he does a nice job of covering that low drop creature spot.
