Epic. More awesome removal for pauper. Nothing spectacular, but it's a solid edict effect.

They didn't reprint Diabolic Edict yet, and likely won't. Why? Because Diabolic is splashable, and splashable kill that's this strong is probably frowned upon at wizards.

Combine this with Black Sun's Zenith to be sure you hit what you wanted to. BSZ kills all the small stuff, this finishes the job.

Also, this is a great kill card because it has a win-condition stapled to it. 1 life is nothing, until it wins the game :)
