If you like equipment, Auras or the occasional giant growth, then this will probably be more useful for you than Lightning greaves. On the other hand, if you like haste a lot and feel like swapping this out every turn, you should really stick to good old greaves.
I think this is the better designed card, but as for power I think they are actually pretty interchangeable.

While I can see why Lightning Greaves is preferred for the zero equip cost, it's Swiftfoot Boots is not strictly worse. I've had at least one situation in which I had a LG equipped commander which I was attempting to target with my own spell, which I couldn't do as a result of shroud. As soon as I equipped it to something else, the commander was immediately targeted by an opposing player. If memory serves correctly, it was the same player that reminded me that I couldn't target it while it was equipped.
