Sacrificing the goblin is part of it's cost, so, no, it wouldn't be countered by trying to doom blade the goblin in response.

This card makes me want to try a red-blue goblin/elemental deck.
training grounds + any cheap goblin + goblin grenade + izzet guilmage = mayhem
add a soulbright flamekin to the mix: you're looking at turn 3 death.
Turn 1: training grounds
Turn 2: flamekin
Turn 3: use ability 3 times for 8 red; drop izzet and 1-cmc goblin; goblin grenade and copy with guildmage 3-4 times ... 20-25 damage
May not be able to get all cards necessary for this very often (the first 9 cards of the deck have 16.5% chance of containing all the cards necessary for the above combo), but even with a few you can still wreak havoc; not to mention having beefy elementals/copyable sorceries as a backup.
