What morons in dev thought to make a tribe-hosing ability BEFORE a tribe became playable?

I think if this had been 1U it would have been fine. A Blue bear with protection from a now scarce creature type, which basically makes it a vanilla creature. I do think with that cost drop it would have to be dropped to a 1/2, but as it stands there are better choices ...

Use Conspiracy, choose Kavu, then Donate Conspiracy to your opponent.
Thought I must agree, that's not really the kind of creature type we want protection from. Although the dude on the art look like some kind of superhero wannabe @_@

This guy's usefulness is very narrow. There's not really that many kavus running around, so I would never see myself play this card. Though, the art earns him 0.5 more.
2.5/5. Narrow, but he's a Merfolk and has cool art.
