@TheWrathofShane Because then it would be much better than the already excellent Flame Javelin or Flames of the Blood Hand. Think of it more as an alternative to Incinerate.
It is fine, a little worse than Lightning Bolt or Flame Slash, but to have the same (or similar) effects on one card is worth it. I dig it.

They gave the Premium deck 4x Lightning Bolt. The deck was all about Lightning Bolt and Fireball. They weren't allowed to have strictly worse cards than Lightning Bolt in the deck. I read one of the articles they wrote about designing it, preordered 2 on Star-City for a total of 50. What a steal. :D
Burst Lightning does Shock or Lava-Axe minus 1. Compared to this sweetness in this deck, doesn't come close. So it only targets fliers and players--thats why you have Spark Elemental, Lightning Bolt, Chain Lightning, Grim Lavamancer...-and thats what you get for R!
moving to 1R/RR we have -- this, Hellspark Elemental, Searing Blaze, Reverberate.....

There are better cards for either option, but it's nice to be able to do either one with one card, and at instant speed. I'm still pretty nonplussed, though.

Well, since there can't be more than 4 Bolts in the deck, they had to get some other stuff. =p Though I wonder why they didn't go with a card like Burst Lightning or something; it's definitely proven its popularity among burn spells.
Still, this has nostalgia flavor. And it's honestly not bad for what it wants to do. 2 mana for instant speed 3 damage is still decent. And 2 for 4 creature-damage is pretty good, even if it is situational.
