This trades the choosing of the artifact/enchantment with the chance to hit everyone. In an EDH, that translates as 'Potentially not destroy the artiact/enchantment of your choice and make every other player retaliate'.

People seem to forget that hitting multiple players isn't always a good thing. Like with Malfegor's Breath, you just don't want to *** everyone off for a relatively minor effect.
