As @pedrodyl said, this can easily be used in a very fast (possibly infect) deck. There are many cheap {G} cards that can pump up a glistener elf to lethal proportions by turn 2 or 3. (e.g This, Revenge of the Hunted, Groundswell, Might of Old Krosa, Mutagenic Growth, Invigorate, etc...) It shouldn't be to hard to play a T1 Glistener Elf, then give him +4/+4 on T2 and play a Berserk/Assault Strobe for the win.
Plus, considering how many cool pump spells there are, you don't even need to use the infect angle. For example:
T1: Treetop Scout
T2: Miracle this card, Giant Growth
(8 damage)
T3: Battlegrowth, Double Cleave
(12 damage)

Why doesn't green get a mythic miracle card? WURG all get an uncommon, rare, and mythic miracle each but green doesn't have the mythic.

The card itself is good but what's up with the border and the lines? Just got this card in one of the deck builders toolkit and 2 intro packs I got today.

Let's assume, for a second, that you're a mono-green deck and <3 fatties.

You're almost certainly going to top-deck this card, so you're going to have to spend a Green (which you've probably got to spare) in order to get 4 +1/+1 counters to distribute as you'd please. In early game, that's a major problem for your opponent, in that you just promoted your creatures out of the reach of 3 damage/-3 simple removal and chump blocking. In midgame, you've got major swing capabilities. In late game, it's a nice to have, but +4 power and toughness should be ***ing into the ocean.

And, if that's not enough, allow me to introduce you to my friends, Joraga Warcaller (if you're playing Elf tribal) and Primordial Hydra (if you've got any reasonable mana ramp).
