If you had a choice of who to mill this would be better, but as is it doesn't fit the mill yourself archetype and thus remains a Sea Eagle that can mill if it hits.
For those who don't want to look at the link, Sea Eagle is literally strictly worse than Storm Crow.

How is this rated almost 4/5? This card is terrible in both limited and constructed.
One of the best blue commons in the set? LOL. a 1/1 flier for 2 that gives your opponent advantages, hmm yea ok.

Hedron Crab is a mill creature. This thing is sad far away remnant of a mill creature. Fun fact about mill, just like damage, it does nothing (At best) to your opponent until it kills them. As such, mill decks must focus on doing just that, and quickly.
The following will only apply to constructed...
Imagine using a 1/1 flier as part of an aggro deck to kill your opponent. Alone, it would take 20 hits to kill your opponent, so lets call that 0.05% damage per hit. A card like lightning bolt is 3/20 or 0.15% damage in a single blast. (Assuming you used it to hit your opponent)
In mill terms, your opponent has a 'life' of 53 cards at the start of the game. hitting for 2/53 a turn is ~0.038% damage per attack. Your opponent draws one card each turn, effectively hitting themselves for ~0.019% each turn and a card like Tome Scour does 5/53 or ~0.094% as a single hit. Hedron crab hits for an unbloc...
