Are you kidding me? Some other monoblue sorceries that does the same but does not have flashback cost 3 mana(see Time Ebb). If this costed three mana as well, it would be fairly scary(and would probably cost a lot more in terms of money, which would make budget players sad). Also, the flashback cost is for later in the game for you to play. In a control deck, you really wouldn't mind getting to play this again, especially when you aren't able to draw something else to delay your opponent.
Furthermore, it's not a temporary bounce, it's a big delay. Now your opponent HAVE to draw that creature AGAIN and cast it AGAIN rather than being able to draw what he/she would normally be able to draw the next turn, which could be something a lot more threatening than that creature that you force him/her to draw. Delay your opponent like this can really make a big impact on how effectively he/she plays for the rest of the game.

They need to get rid of flashback. Less because it's not a good mechanic, it is... Sort of...

The artwork is hot. The card cost is disgusting. No matter what reasoning we can come-up with for the advantages the spell nets you, the bottom line is for 4 mana there are just way too many better advantages out there, and you can just forget spending 8 mana for it to flashback?? lolol, no chance. If this is all your 8 mana in going to get you, then perhaps you need better cards in your graveyard.
To me this is unacceptable for blue, as if it was another punishment to blue.
The flashback cost is so repulsive that I simply consider this a temporary bounce effect for 4 mana, ugh, oh yeah don’t forget that it’s a sorcery. ½ star rating.

Could you use this to put a creature from your graveyard back on top of your library? It doesnt specify anything about where the creature has to be when you return it to the top.

very very powerful effect in limited formats.
four is a fair cost but I think they could have pushed the flashback cost a little more.
I give it a 4/5 based on limited power. if the flashback cost was say 5 CC I could see this card getting a lot more attention and the cost of 5 isn't broken.

I really, REALLY want to make a deck involving Panoptic Mirror , this, other "put on top of library" things, and a lot of discard things. Lock down your opponents deck, make him keep discarding cards...Sure he could just not play a creature...But then you basically automatically win considering he would have no defense.

Things like this can go well in a blue/black discard. Not only do you pin them early with bounce/discard effects. Later you make sure they never get a way to claw out of it. Eat their hand then continuously bounce their creature to their library with this and cards like it. Evil and.. pretty funny.
