Just like HuntingDrake said, this card looks like a leftover from Planar Chaos.

Play Sturmgeist in standard like a boss, the complete guide.
Turn 1: Draw, play a mountain, Goblin Arsonist,
Turn 2: Draw, play a Mountain, Infernal Plunge, Goblin Arsonist again, Infernal Plunge once more. Play Chromatic Lantern x2 (you need to tap one to play the other).
Turn 3: Draw, play an Island, Sturmgeist. Goes to graveyard due to having no cards in hand at this point. Laugh about, it concede, and don't build a deck around trying to get this card out as fast as possible since this really doesn't have a spot outside of control decks that refill their hands frequently.

I really like this guy. I run him in a deck with Invisible Stalkers and Curiosity.

Since his */* is in effect all the time, you can fetch him up with a Fierce Empath as long as you have 6 cards in hand. You can also use him for counters on your Mimeoplasm if you have a ton of cards in hand.

If I used something like shattered perception, where I discard all of the cards in my hand then draw that many, does this die?

Works well with Tamiyo, The Moonsage.

@crazycolorz5
Nope, Sturmgeist will stick around because state-based effects (Like having 0 toughness) are only checked when a player would receive priority, and since that doesn't happen while a spell is resolving, he's fine.
