Very flavorful art there!
While hard to "keep up with" (unless you go the Eon Hub route), this card can grant you at least two complete turns (you should be able to pay the CU once if you were able to cast it) in which your opponent(s) might be totally locked down.
Playing this in a mono-color pentagram EDH is sure to not make you any friends... ;)

Well, if you have 6 mana this could be a 3 turn silence. Then again it could also be a dead draw. Would be great with Phantom Warrior or some other unblockable and a Wall of Frost or something.
Also note it does not effect non basic lands. And of course you could combo with Eon Hub, but I think this card is strong on its own without help, if you got a board position this can lock em down to win the game.

As with Naked Singularity, this is a really cool effect rendered unplayable due to it's cumulative upkeep cost. Still cool flavor though.

The other annoying thing about this: Even though it's clearly designed to be used by a mono-blue deck, it has WUBRG color identity, and hence can't be used in most EDH decks.

If it is a non-typed land, it can tap for it's normal.
If it is one of the typed duals, then this essentially over writes the implied activated abilities.
Overgrown Tomb, in stead of tapping for G or B, will now tap for B or G. (basically unaffected)
Interesting flavor is using this on the orzhov shock land. it becomes a gruul's ideal place o_0

That's not exactly true.
The effect of this card is a replacement effect.
Overgrown Tomb would technically be unchanged... when tapped for mana, either replacement effect could occur. As such (as it is with replacement effects), you may choose which replacement will occur... thus choosing which mana you receive.
It is important to note the difference, as a Hallowed Fountain is both an Island and a Plains. - This card would also have a replacement effect, but only one (the 'Plains is tapped for mana)... thus if you attempted to get Blue mana, the replacement would still cause it to produce Red mana only.
