I like this guy in limited. He's a decent blocker and the mill ability is actually relevant because each player only plays with a 40 card deck. I've won games of Magic 2013 limited because of this guy.

I believe he isn't a merfolk because he doesn't fit flavor-wise with the other merfolk of ravnica
I happened to play the crap out of this when i was starting, and rather enjoyed it in casual, netting me a lot of milled cards. As far as being outclassed my the mesmirist, he's not a ohko for nearly every burn spell out there.

Pack filler, and nothing more. Let's go over why this card deserves a 0.5/5
It doesn't have "WOW OMG" art. It doesn't seem to have any practical uses. It doesn't have a relevant enough creature type like, oh, I don't know, MERFOLK! His stats aren't anything special either. If he'd have been maybe a 2/4, I might be a little less harsh(and honestly, I don't even think that 3/3 would have broken him). It would have also been acceptable to allow him to tap for his effect free of cost. The truth is, he doesn't bring anything new to the game. He's not fun. He isn't interesting. With the way it was finalized and printed, it will:
Never see play in constructed.
Never see play in limited (unless you find that you have a shortage of creatures)
Never see play in EDH.
And will probably disappoint any casual tabletop player that happens to make the mistake of including it in a deckbuild. It suffers the PackFiller syndrome that so many other cards do, and... (see all)
