There are so many negative comments on this, let me say something we can all agree on. This is going in my WUBRG EDH deck, not for effectiveness but for flavor.

Maybe it is just me but i like to use this with 1 turn boost cards dropping this first turn because of 2 dark rituals is hilarious, next turn pay 2 and bring out anything.

I suppose it means "Ur-Dragon Arch" because the vast majority of dragon's are mono coloured, and at the time of this things printing the Ur-Dragons (Rith, Crosis, etc..) were running around.
All Ur-Dragon's to date are tri-coloured or more.

Guys, um, I hate to break it to you, but they do not print cards that turn all your cards into CMC 2 in Standard.
I think it would be difficult to get an Elvish Piper reprint in the Core Set actually. Mythic Rares and Planeswalkers just in general increase the power Creatures have to be at for Standard to be OK (If the Creatures didn't wreck people, the Planeswalker Deck would flat out replace the card type).
I'm trying to imagine any scenario in which Wizards would let you play with 20 Lands, 30 multicolored cards ranging in mana costs from 4 to 8, and a spell suite designed to force this card onto the battlefield ASAP. No, I don't think so. This card would have make Diabolic Tutor playable in Standard. It would have been awkward to make the deck fully work, but it would have been probably way WAY more powerful than Maze's End.

Sweet, sweet ugliness when combined with dark ritual, or pyretic ritual/seething song/Geosurge. The right Draw in RWU can put out tons of mana T1/2:
2 and tap to play Rasputin Dreamweaver @ instant speed and gain 7 mana.
Finally being able to drop Johan @ instant speed makes me incredibly happy.
Hazezon Tamar at the end of your turn makes him almost playable.
..if you were ever going to make a Legends-era deck with actual legends in it, this is the card.
