An absolutely necessary print given the copious number of control spells in the standard format.
Shuts down everything from Chandra's Vengence (Chandra, the Firebrand and Sorin's Vengeance as the win condition with a myriad of control spells) to Delver Blade (Delver of Secrets with a few equipment and a load of instants and sorceries, particularly Ponder to set up the flip).
This and Grand Abolisher will be the go to cards for counter-control and the mercifully light mana restriction will allow this card to be in nearly all aggro decks.

I'm expecting the one thing that keeps Thalia in check for the time being is Gut Shot. The nightmare scenario for a control deck vs. Thalia is being on the draw, seeing Thalia hit the table turn 2 (you're at 1 land so you can't leak), and then not being able to kill her aside from tapping out turn 3 (most Black removal/Incinerate) or turn 4 (Oblivion Ring). That means while she's swinging against you with first strike – wich is very relevant in this scenario – she's buying breathing room by forcing you to spend extra resources to remove her at a time when resources are scarce. But an even bigger problems is where she sits on the curve. She comes down turn 2 under leak, that means unless you remove her before your second turn, there is no way to prevent Mirran Crusader from resolving. And the only way you can kill her with one land out is if you have a card that costs 0 to cast. You're now in a pretty dicey situation –... (see all)

And now that my prediction has been (essentially) disproven...
Slayers' Stronghold and Thalia makes for an on-curve 4/1 First Strike Vigilance (Haste) on turn 3. That's gotta hurt.

@patronofthesound, Best EDH General? I don't think that's the case.
Thalia is not a good card to play in EDH, never mind as a general. As a general, you'd either have to play around a mostly creature-based deck, or accept a -costed Swords to Plowshares. However, adding to each non-creature may not be that big a deal. I mean, it is EDH: most games go until turn 10... at least.
And there's the other reason why you wouldn't play Thalia: her effect isn't big enough. In Standard and Modern, she turns Lightning Bolt's into Searing Spear's. Or Mana Leak's into... uhh, Sage's Dousing's?
But in EDH, it turns Wrath of God into a psuedo Rout, and I'm pretty sure people play Rout.
In short, she's a good spell for faster formats, and it's hard to argue whether Thorn of Amethyst is better. Artifacts are easier to play and... (see all)
