I seriously have no idea how or why people rate these cards.... 3 stars? What are you all smoking. This is a control deck card.. An absolute bomb when you resolve it. A total win condition. This single card beat legendary Pro player Guillaume Wafo-Tapa...
This card obviously sucks though since net kids are rating this at 3 stars... I guess the top pro players are using junky cards in their pro decks.
This is why you should never judge a card based on the silly rating it gets here on wizards...
This card is raw power when it resolves late game and is an instant win condition in a control deck. 5 Stars kiddies.

Thinking about putting 2 of this into my standard legal storm deck, it runs 4 epic experiments, 4 increasing vengeance, 4 reverberate and 2 chandra, you use epic experiment for 5, topdeck a reverberate or increasing vengeance to keep it going, and then run 8 burn cards, 4 pillars of flame and 4 izzet charms.
if you add these then you have been through your deck enough times to kill them 3 times or more.

This is one of the win conditions in my self mill Battle of Wits deck...I can go for a fourth of my deck and almost completely mill someone on the table :)

The Mimeoplasm EDH seems like it could have a use for this, especially if you capitalise on self mill shenanigans.

@PyRaTeZ - you can't keep an Epic Experiment going with a Reverberate. You can target the Epic Ex but by the time Reverberate starts resolving Epic Ex is no longer on the stack so Reverb copies nothing.

Am I the only one who gets some sort of sick satisfaction knowing that this card could turn a mill deck into "well I mill you for 7, that's your deck, good game." to "Wait just a minute, during your end step I cast psychic spiral, mill 47 cards and I reshuffle." And then a face of utter loathing. Great sideboard card for blue/anything.
