My friend ran this in a draft and managed to go 4-0:
2 x Grisly Salvage
1 x Treasured Find
2 x Pack Rat
19 x Swamp
14 x Forest
2 x Golgari Guildgate
He never even had to mull down to 4. Forget 2 Pack Rat, 38 Swamp — if you can get these with your rats, by all means play them.

Grisly Salvage can draw you a Grizzly Bears while helping you towards threshold for Grizzly Fate. Then your opponent can kill the Grizzly Bears with Grisly Spectacle.

keywords are "rest into your graveyard". graveyard, when used correctly, is a resource just like your hand. This is a sweet card to teach new players that dumping scavenge creatures in your graveyard while still sifting through 5 cards, for 2 mana at instant speed, makes this a good pick.
As someone who is playing a standard rites deck, this is one of the best cards in the deck, and it + mulch makes the deck run properly, as they're the cheapest cards that can put stuff into the graveyard.

In a resurrection deck, these are the things I want:
1. mana
2. creatures in my graveyard
3. resurrection spells in my hand.
if this allowed me to pull a sorcery/instant instead of a creature, it would be an ideal 2-color res card. That admittedly seems more blue/black's schtick, and Dimir Charm kiiiiiiiiind of does that, but not as oomph-fully in order to make up for doing two other awesome things. Damn you Wizards for not doing exactly what I'm thinking with every card for an absurdly low cost!
As it is, it's still quite good, and goes very well with Golgari's combination of resurrection and many low-cost creatures.
