Actually you can only swing in for 1 on turn 2... I'd rather just play a 1/1 with flying as opposed to this thing.

what about reducing the activation cost? If you reduced it to {1}, could you then use the ability 4 times?
I haven't looked at the Oracle text yet, but I think the proposed idea would work.
Ah, okay. Oracle changes it to no more than twice a turn. Ah well. :/

Anyways, Roterothopter leaves a little to be desired. Personaly I wish all the thopters were 0 cmc creatures that all varied slightly. The problem with Roterothopter is that it is just barely better than ornithopter, which is a good card mainly due to the fact that it costs 0 mana and can chump block, be used for sacrifice effects, and as part of a combo piece. But while Roterothopter is better functionaly, the fact that it costs even 1 mana destroys the appeal that ornithopter had. Sadly a 0/2 flyer for 1 with very limited and expensive firebreathing doesn't impress many people.
Though personaly, I still have a soft spot for it since it is a thopter...

Not as good as Ornithopter, but it's still just about playable - after all, it lets you swing with a 2/2 flier on turn two.
